A provision in the current Civitan International Bylaws allows a club or district board to present bylaw changes if approved appropriately and submitted by a certain deadline.  The Cardinal District Board did just that.  Their proposal and commentary are below.  It will be before membership at the 2021 Civitan International Convention.  This proposal was NOT approved by the Civitan International Board of Directors nor cleared by corporate counsel.
